Allegation of research misconduct
ALLEGATIONS OF RESEARCH AND PUBLICATION MISCONDUCT
Reporting a concern
Anyone may report a concern before or after publication to info@das-institute.com, using the subject “Research integrity concern – CITIZEN : Jurnal Ilmiah Multidisiplin Indonesia – [manuscript ID/DOI]”. Identify the work, explain the concern and provide specific supporting evidence. Reports may concern fabricated or altered evidence, unethical research, authorship abuse, plagiarism, duplicate publication, undisclosed interests, manipulated reviews or citations, or systematic publication manipulation. Anonymous reports are considered when sufficiently specific; anonymity alone is not grounds for dismissal.
Initial assessment
The editorial office logs the report and assigns an unconflicted editor. The journal aims to acknowledge receipt within seven working days and provide an initial assessment within thirty working days. These are CITIZEN : Jurnal Ilmiah Multidisiplin Indonesia service targets, not deadlines prescribed by COPE or Elsevier or guarantees of a completed investigation. The editor assesses specificity and urgency, preserves records, may pause processing, and informs the parties of material delays where appropriate.
Fair inquiry and referral
The editor seeks an explanation and relevant supporting records from the authors, normally allowing fourteen calendar days with reasonable extensions. Requests must protect participant confidentiality and lawful data restrictions. The journal evaluates implications for publication; institutions or authorised bodies normally investigate underlying research conduct. Unresolved or serious matters may be referred to the appropriate institution, funder or other responsible body. Relevant information is shared only as necessary and with appropriate confidentiality.
Decision and safeguards
Potential outcomes include no further action, clarification, revision, rejection, correction, expression of concern or retraction. Lack of author response does not prevent a justified record-protection measure. Reporters and respondents must be treated respectfully; good-faith concerns must not invite retaliation. Absolute confidentiality cannot be promised where referral or legal duties require disclosure.
Conflicted editors and appeals
Reports involving the Editor-in-Chief are routed by the publisher to an uninvolved senior editor or external adviser. Reports involving the publisher require independent external assessment. A reporter may mark the correspondence “Confidential: independent handling requested”. The editorial office routes it without involving the subject in the decision and communicates the independent handler’s contact to the reporter, subject to lawful confidentiality. Reasoned appeals identifying new evidence or procedural error should normally arrive within thirty calendar days and are assessed by someone uninvolved in the original decision. New material evidence about the published record remains eligible for consideration after that period.
Review of ordinary complaints
Service complaints and appeals of editorial decisions may use the same contact route, with the manuscript ID and reasons. A conflicted person does not decide an appeal. The decision and any appropriate remedy are documented. Appeals do not suspend an urgent, justified measure to protect the published record.
